Summary

The union protested the employer’s administration of the incentive rate plans. Three separate grievances were filed in this combined case. In the first grievance, the grievants’ that worked in the H.R., C.R. & C&C Warehouse & Shipping Department protested that they were compensated improper incentive rates because they had to double handle coils and did not get compensated for double handling. The loaders listed this on the report as unmeasured time and the foremen removed them from the report. The second grievance, the grievants’ in the No’s 2, 3, & 4 Warehouse and Shipping Department protested that due to changes in the equipment and product manufacturing standards, the employer failed to revise or adjust the incentive application or maintain the integrity in the plan. In the third grievance, the grievants’ in the HR, CR and C&C Warehouses protested that incentive rates dropped due to extra work, bad stocking, jammed areas, and bad coordination of the shipping areas. The employer contended that the incentive rates have declined due to a large number of inexperienced workers and the participation of said personnel did not require an adjustment within the meaning of the basic labor agreement (BLA). Furthermore, the rate provided a delay allowance to adjust and incentive due to deterioration of wear of equipment. The board determined that no relevant conditions existed to show that the decline in earnings was produced by the union’s contentions. Award: grievance denied.
